Why is the IP address in a different location?

I noticed today that my IP address is shown in a different city than the computer is actually located in. The computer is in Charlotte, but the IP is Winston-Salem. It's the sane way with my friends. Why is this?

If you quote anything that John wrote, you have to make that perfectly clear. You have to credit him every time you use a direct quotation. If you don't quote him directly, but paraphrase him and rely heavily on his thinking, you have to find some way to mention him in the body of your essay and cite him in your bibliography.

Your opinion- practice vs talent? Please answer?

I have been playing guitar for over a year, and unfortunately I don't think it comes naturally to me. I don't consider it to be a talent, because I have to work hard to become very good. I know basic chords, barre chords, tablature, finger picking songs, etc. I was just wondering if you guys would consider this talent or just a skill I acquired over time...and what the difference is between the two? My brother is amazing at guitar and he learned all of this in about a month, and can play basically any song now. He started about 5 years ago, and I consider him to be very talented.

why does it hurt so much to play barre chords? i've been teaching myself to play guitar on my dads old acoustic for a few years now, but any time that i came across a barre chord i basically ran away from it. is there a special way to play these?
