I like a girl and i need help talking to her?

Ok so today I went to my first day of college orientation (Penn State Wilkes-Barre campus...if that helps) and I saw this girl that made me stop in my tracks she was so gorgeous. Tommorrow is my second day and I won't forgive myself if I don't talk to her. I need advice on initiating contact with no base for conversation. And akward(spelling?) Small talk never gets me anywhere. I'm from new york and I'm assuming she's from Pennsylvania but I'm afraid I'll come off as a dick if I start "hey I'm from new york" as if that's a desirable quality. Plz help me <=(
